Interpretation of effective value of non-stationary building vibration

The effective value is widely used for the assesment of buildings and civil structures with respect to their health admissibility. In the stationary case the efective value is strictly related to the dispersion of the vibration record. The presented article treats the case when a non-stationary vibrations are analyzed and the characteristic values of processes ares ascertained. Several methods for signal processing are compared, including the Wavelet Multiresolution Analysis and the Empirical Mode Decomposition. The effective values obtained using the respective methods are compared and relevant conclusions related to the practical applications are drawn.
